mPOWER finances improvement projects that help property owners reduce utility bills and save money.

mPOWER, which stands for Money for Property Owner Water and Energy efficiency Retrofitting, can finance energy efficiency improvements, water conservation, and energy generation systems such as solar photovoltaic to qualified property owners, with no upfront costs.

mPOWER is a Property Assessed Clean Energy (PACE) program. The amount financed is amortized and the annual amount due is added to the property tax bill each year until paid in full. Water and energy cost savings may be enough for property owners to pay the additional amount on the property tax bill.

The mPOWER program has funded more than $101 million in energy efficiency and water conservation improvements since its creation in 2010. It served its mission well to save money, conserve energy and create jobs. Unfortunately, recent legislative, regulatory, and market changes have reduced the demand for this type of financing option. Solar and other energy efficiency projects continue to be installed, but other financing options are being used. After serious consideration, the Pioneer Board determined winding down and ending the program was the appropriate next step.

On June 17, 2021 the Pioneer Community Energy Board voted to wind down the mPOWER program.

mPOWER will continue to receive applications through August 31, 2021 to allow any projects under consideration and planning to complete the process. While the program will be closed to new applications August 31, 2021, customers will still be able to make payoffs and paydowns, and they will continue to have access to customer service support.
